ARTICLE 24 - PRIVATE ROADS

Section 24-100 PURPOSE All roads constructed in Forest Home Township shall be constructed to sufficiently control storm water runoff, to permit effective storm water drainage and to prevent soil erosion.

Section 24-200 REQUIREMENTS

Section 24-201 When private road development occurs in Forest Home Township and is not subject to the standards established under the Subdivision Control Act, P.A. 288 of 1967, MCLA 560.101 et seq. and the requirements of Forest Home Township, the following minimum private road standards shall apply.

Section 24-202 All lots must have frontage on a public or private road and meet all Ordinance requirements.

Section 24-203 All private roads constructed in Forest Home Township shall be accessible, usable, and constructed to the Antrim County Road Commission Standards.

1. The road must be parallel to and centered with the centerline of a permanent right-of-way easement.

2. The road must be duly recorded with the Antrim County Register of Deeds.

3. Rights-of-way or easements, while not required to be dedicated, will be reserved for future dedication and preclude any development within this designated area.

4. All plans as submitted for approval must show the private road easement including a legal description, the grades for the roads, and any drainage facilities and structures.

Section 24-204 No private road shall be incorporated into the public road system unless built to the specifications of the Antrim County Road Commission for a public road.

Section 24-205 Private roads shall be laid out to the greatest extent feasible to achieve the following objectives: (Listed below in order or priority, as it is recognized that some may not exist or may conflict with others on any given site.)

1. Not on soil classified as "hydric" (wetland soils) by the USDA Soil Conservation Service or through wetland area as delineated pursuant to the Unified Federal Method of Wetland Delineation.

2. Not in areas of steep slopes (fifteen percent [15%] or greater), within two hundred feet (200') of a shoreline or over streams if they can be avoided.

3. Along fence rows or the edges of open field or other open spaces adjacent to any woodlands.

4. Within marginal areas of woodland extending a maximum of two hundred feet (200') into the interior of said woodlands.

5. On areas not considered prime or unique farmlands or in areas not considered as prime forest land soils.

In locations least likely to impact scenic vistas, as seen from public roadways or water.

Section 24-206 All private roads shall have names approved by the Forest Home Township Planning Commission.

Section 24-207 All private roads shall be designated as such and have a sip and name meeting county sign standards erected by the property owner.

Section 24-208 In addition to road identification, private road signs shall also include the wording "Private Road" in a minimum of four inch (4") letters and "Not maintained by the Antrim County Road Commission" in a minimum of two inch (2") letters.

Section 24-209 All structures on private roads shall be numbered in a way that is consistent with the County address numbering system and the County Road Commission requirements.
