Section 3-201 The following rules of construction apply to the text
of this Ordinance: Section 3-202 The particular shall control the general. Section 3-203 In case of any difference of meaning or implication between the teat of this Ordinance and any caption, diagram or sketch, the text shall control. Section 3-204 The word "shall" is always mandatory and not discretionary. The word "may' is discretionary. Section 3-205Words used in the present tense shall include the future,
and words used in the singular number shall include the plural, and
the plural the singular, unless the context clearly indicates to the
contrary. Section 3-207 The word "person" includes a corporation as well as an individual. Section 3-208 The words "used" or "occupied", as applied to any land or buildings, shall be construed to include the words "intended", "arranged", or "designed to be used", or "occupied". Section 3-209 Any word or term not defined herein shall be used with a meaning of common or standard utilization. Section 3-210 The term "adjoining lots and parcels" is intended
to include lots and parcels separated by highways, roads, streets or
