Section 3-1601 It is the intention of this Ordinance to exempt such essential services as defined in Article 2 from the application of this Ordinance.

Section 3-1602 Telecommunication towers, alternative tower structures and antennas shall be regulated and permitted pursuant to this Ordinance and shall not be regulated or permitted as essential services, public utilities or private utilities.
