ANALYSIS The year-round
population of the township is aging. A significant amount of the new
development is being produced for, or acquired by, seasonal residents. Jobs, affordable
rental housing, "starter homes", and post high school educational
opportunities are not available within Forest Home Township. The additional
year-round development which does occur within Forest Home Township is being consumed by
those persons either retired or commuters who drive to work in Bellaire or more distant
communities. Forest Home Township has two options. One option is to
accept and possibly even promote the concept of the township as a "bedroom and
resort community." The second option is to attempt to change the economy of the
township to bring in affordable housing and year around jobs. To create an
entry level housing market, or "low cost housing," the possible options
are small sized homes, small lots with public utilities (including sewer), small
homes on large lots with septic systems, mobile or modular home parks. Apartment
buildings with one and two bedroom apartments could fill the need for rental housing for the
young single and newly married couples and for those older families whose children
