these systems were adequate for short term use but are unable to handle the waste load from use for the majority of the summer or the entire year. LEGAL BASIS OF THIS PLAN There is no legal requirement that a community develop a master plan. On the other hand, communities having a zoning ordinance are required to have a plan upon which the ordinance is based. Public Act 168 of 1959 as amended, known as the "Township Planning Act" is the enabling legislation which grants the authority for townships in Michigan to develop plans. This plan has been developed under the guidelines of the Township Planning Act and meets the mandated requirements for a township master plan. PLANNING PROCESS The first plan developed by Forest Home Township was completed in 1973. Since that time, the Township Board and Planning Commission recognized the need to take a fresh look at the land use within the township, the development that has occurred in the past and viable future development options. A nine member Planning Committee was appointed by the Township Board. The Planning Commission as well as additional public representatives, provide a cross section of the residents of the community. Before preparing this Master Plan, the committee developed an attitude survey. Along with information about the land and the people in the township, input for this plan was given by representatives of the Village of Bellaire and Kearney Township. We intend to continue this dialogue into the future. REVIEW OF THIS PLAN The Forest Home Township Planning Commission will review the Forest Home Township Master Plan every five years. They will incorporate changes from the county plan, address new problems that have developed and revise the work plan. 1 - 5 |
